This checker combines a weighted readiness score with direct benefit rules. The score helps compare overall fit, while each benefit still uses pass-or-fail thresholds.

  • FTE Ratio = Weekly Hours / 40
  • Hours Compliance = min(Weekly Hours / Required Health Hours, 1)
  • Service Compliance = min(Months of Service / Maximum Required Months, 1)
  • Age Compliance = min(Employee Age / Minimum Employee Age, 1)
  • Salary Compliance = min(Annual Salary / Minimum Salary, 1)
  • Eligibility Score = (Employment Factor × 25) + (FTE × 20) + (Hours Compliance × 20) + (Service Compliance × 20) + (Age Compliance × 5) + (Salary Compliance × 10)

Core Health Rule

Health Eligible = Allowed Status AND Weekly Hours ≥ Health Minimum AND Months of Service ≥ Waiting Period AND Age ≥ Minimum Age AND Salary ≥ Minimum Salary.

Retirement Rule

Retirement Eligible = Allowed Status AND Weekly Hours ≥ 20 AND Months of Service ≥ Retirement Service Requirement AND Age ≥ Retirement Minimum Age.

HSA Rule

HSA Eligible = Health Eligible AND Medical Plan Type = HDHP.

2. Is the overall score the final eligibility decision?

No. The score is a readiness index. Each benefit still uses its own direct pass-or-fail rule based on hours, service, age, salary, status, and plan type.

3. Why can someone have a high score but fail one benefit?

A strong overall profile can still miss one mandatory rule. For example, an employee may score well but fail HSA because the selected plan is not HDHP.

4. How should I choose the minimum salary field?

Use the employer’s internal salary threshold for core benefits, or keep it at zero if salary does not control eligibility in your policy design.

5. Can part-time employees qualify for retirement or PTO?

Yes, if your selected rules allow it. This file treats part-time workers as eligible for some plans when minimum hours and service conditions are satisfied.

6. Why is dependent coverage denied when health is approved?

Dependent coverage needs three things together: health eligibility, the employer policy must allow dependents, and at least one dependent must be entered.

7. Does this calculator replace legal plan documents?

No. It is a planning and screening tool. Formal eligibility should always be confirmed against plan documents, carrier rules, payroll policy, and local regulations.
