What does the course completion rate measure?

It shows what share of the selected learner group finished the course during the reporting period. Most HR teams use adjusted eligible learners as the denominator for compliance and rollout reporting.

Should I use eligible or started learners as the denominator?

Use adjusted eligible learners for assignment-based compliance reporting. Use started learners when you want to measure how many active learners actually finished after beginning the course.

Why subtract exempt and withdrawn learners?

Exempt or withdrawn learners usually should not count against the training program. Removing them gives a cleaner denominator and prevents underreporting performance.

What does pass rate tell me?

Pass rate shows how many completed learners also passed the assessment. A strong completion rate with a weak pass rate may signal content difficulty or inadequate preparation.

Why track overdue learners separately?

Overdue learners reveal time-based risk. Completion can look acceptable overall while overdue counts still threaten compliance, audits, or manager follow-up.

What is a good target completion rate?

For required compliance learning, many teams target very high completion, often 90 percent or higher. Voluntary development programs may use lower targets depending on enrollment goals and duration.
