Let W be the set of working weekdays and H the set of holiday dates. For a date range [d0, d1] the business-day count is:
BD = Σd=d0..d1 I(weekday(d) ∈ W) · I(d ∉ H)
Where I(·) is the indicator function. For offsets, we advance day by day from the start, accumulating only days where the indicator evaluates to 1, until the target count is reached.
Tip: you can include Saturdays or Sundays by checking them in the workweek.

Holidays inside the range subtract one for each matching date.
