Formula Used

The calculator uses counted business days. A business day is Monday through Friday, unless the date appears in the holiday list.

SPA due date = sponsor deadline date minus review business days minus one. The minus one step follows the common counting method where the sponsor deadline date is included in the review window. The due time is then set to the selected SPA time.

Department routing date = SPA due date minus department buffer business days. Budget and narrative targets use the same subtraction method.
