Adjusted ceiling = Rent ceiling × (1 + dependent adjustment ÷ 100)
Covered rent = Minimum of rent and adjusted ceiling × share percent
Monthly local estimate = Covered rent + utilities + maintenance + fees − deductions
Prorated estimate = Monthly local estimate × eligible days ÷ 30 × eligibility percent
USD estimate = Prorated local estimate ÷ local currency per 1 USD
First month total = Monthly USD estimate + move-in allowance USD
