Why the conversion works
Microwaves deliver energy roughly in proportion to their effective power. To achieve the same energy dose, time scales with the inverse of effective power.
Ttarget = Toriginal × (Poriginal / Ptarget)
Where effective power P = rated_wattage × power_level_fraction
Thus:
Ttarget = Toriginal ×
(Worig × (PLorig/100)) / (Wtgt × (PLtgt/100))
